Freedom of the Town

By section 249(5) of the Local Government Act 1972 (amended by section 180 of the Local Government Planning and Land Act 1980, and updated by the Local Democracy, Economic Development and Construction Act 2009) the Council wishes to recognise those who have given exceptional, dedicated service to the Parish.

A Parish may wish to admit persons of distinction and persons who have, in the opinion of the Council, rendered eminent services to Newbury as Honorary Freemen/Freewomen of the Town.

Anybody is able to be nominated for this prestigious award, the below nomination form should be completed either themselves or by a member of the Council on their behalf. Applications should then be submitted for consideration, and then will be considered by a specially convened meeting of Full Council where no less that two thirds of members voting to pass the resolution.

Privileges of the role include invitations to attend en masse all civic ceremonial events as invited, assisting with the Mayor in supporting the work of the Mayor's Charity and the hosting of functions at the Town Hall, as well as being a part of civic processions taking precedence amongst distinguished guests and being added to the Council's 'Roll of Honorary Freedom' which is displayed in the Town Hall.

Honorary Aldermen/Alderwomen

By section 249 of the Local Government Act 1972, the Council are able to admit persons of distinction and persons who have, in the opinion of the Council, rendered eminent services to the Council as a past member of that Council.

Applications should be submitted by a member of the current elected Council on their behalf. Applications should then be submitted for consideration, and then will be considered by a specially convened meeting of Full Council where no less that two thirds of members voting to pass the resolution.

Councillors who wish to make a nomination for Honorary Aldermen/Alderwomen should contact the Town Council Officers directly.

Privileges of the role include invitations to attend en masse all civic ceremonial events as invited, invitations to attend Council meetings as a spectator, as well as being a part of civic processions taking precedence amongst distinguished guests and being added to the Council's 'Roll of Honorary Aldermen' which is displayed in the Town Hall.

Induction Ceremony

If approved by Council, those who have been granted Honorary Freedom, or elected as an Honorary Alderman/Alderwoman; a special induction ceremony will take place in the Council Chamber to formally appoint them in their new roles and recognising their contribution to the Town or Council.
