VICTORIA PARK COMMUNITY CAFÉ – PLANNING APPLICATION SUBMITTED

The Planning Application for the Victoria Park Community Café has been submitted to West Berkshire Council and is available to view through their website 24/02510/FUL.

Leader of the Council, Cllr Gary Norman, said, “Our emphasis is on creating a modern, sustainable, and accessible facility that enhances the park's appeal. There is significant backing from the community for a comfortable and welcoming café in the park, which will serve as both a leisure facility and a meeting point for residents and visitors.

The park has seen significant upgrades in recent years, such as the refurbishment of the bandstand, the re-instatement of the football pitch, and the addition of outdoor gym equipment. These improvements have laid the groundwork for further enhancements.

The council is committed to making the café building sustainable by incorporating features like photovoltaic (PV) panels for electricity generation and an air-source heat pump for energy efficiency, ensuring a low carbon footprint.”

Cllr Roger Hunneman, Chair of the Victoria Park Sub-Committee, added, “The design will repurpose the existing sports pavilion and kiosk, making it more suitable for everyone, including those with health conditions or impairments.

Key features will include:

• Accessible entryways
• A changing places facility
• Baby changing facilities
• Male and female toilets for comfort
• Full-height glazed bi-fold doors that open the building to the surrounding park, offering views of the play area and nature.

In addition, a semi-open pergola is planned as a distinctive feature to enhance outdoor dining and relaxation experiences, connecting visitors with nature while enjoying the café.

In summary, the proposal aims to add a community-focused, accessible, and eco-friendly café that would seamlessly integrate with the park’s existing amenities and further elevate it as a central gathering spot in Newbury.”
